fitness centers

I am an elementary physical education teacher and I am trying to create a fitness center at my school. Things are not going so good. I feel like that every step I take, I take two steps back. It seems like we are falling so far behind, that our research for the grant will never get done. I like the idea of having a center, but it seems like I am fighting a never ending battle.
